Po 11. září začala CIA používat vůči lidem podezřelým z terorismu extrémně brutální vyšetřovací metody. Stačilo pouhé podezření. Vedlo to postupně k několika skandálům a také k vyšetřování programu na zadržování a vyslýchání. Hlavní hrdina amerického dramatu, senátor Daniel Jones (Adam Driver) je skutečnou postavou - snímek sleduje jeho pečlivou analýzu dostupných důkazů ''zdokonalených technik'', které se ukázaly být nemorální i neúčinné. Když se Jones rozhodne se senátním vyšetřovacím výborem zveřejnit výsledky svého vyšetřování, CIA a Bílý dům se tomu snaží zabránit.
